Move his legs for him and show him that if he steps down, he'll reach the lower step. He'll get it. It will be safe since he's in a crawling position, he won't tumble down.

Teach him to climb down backwards. It's safer and easier. Dominic learnt to climb down first before he was strong enough to climb up.
